Improving road safety by attitude modification : report prepared by an OECD Scientific Expert Group.

This study was undertaken by an International Scientific Expert Group of the OECD Road Transport Research Programme. Its main aim was to assemble present knowledge on road user attitudes and behaviour relationships and to examine methods for modifying road user attitudes. The report contains the following chapters: Introduction, with a brief description of the attitude concept; Chapter II presenting an historical overview of research in this sector, concentrating on attitudinal models and theoretical approaches as well as alternatives such as lifestyle analyses; Chapter III examining the implications of attitudes and behaviour for road safety; Chapter IV reviewing methods for attitude-behaviour modifications; and, Chapter V summarizing the results of forty-six case studies and research projects in OECD Member countries; Chapter VI setting forth the Group's conclusions and recommendations. The overall conclusion is that road safety practitioners should undertake very careful analyses before developing road safety initiatives with attitudinal change as the centrepiece. Guided principles for the beneficial use of attitude-behaviour relationships in practical road safety work are put forward and a range of specific research needs are enumerated.
