Public policy directed toward automotive safety and crash-worthiness will continue to raise important social and economic issues. The historical record and recent research indicate a need for more cost-effective and less-disruptive policies. There is a strong theoretical presumption, and substantial imperial evidence, that driver response to mandated safety devices will offset at least a portion of their technical effectiveness. The concept of danger compensation discussed here has application to other areas of social policy.
