Incentives for safe driving and insurance management.

In the debate about the merits of private and public automobile insurance, little attention has so far been paid to the potential implications for road safety. In an attempt to fill this gap, this paper first describes the road safety strategy from which the largest reduction in the accident rate may be expected. This strategy takes the form of extending incentives to drivers for not becoming involved in an accident of their own fault.
