An individual cost minimising method of determining modal split between three travel modes.

An attempt has been made to produce a theoretical modal split model based on the behavior of travelers viewed at an individual level. It assumes that there is a distribution of costs for travel of each mode, so that different individuals do not necessarily incur the same costs. In order to keep the mathematics tractable the present work assumes that the value of time is the same for all individuals. The effect of correlation between cost distributions on different modes is important and is included in the model.
