An infrared remote sensing system has been developed at Industrial Research Limited (IRL), New Zealand. This system, which includes an infrared source, a detector with a simple optical system, and a data acquisition component, has a high sensitivity to the detected gases, and a high response speed. It was possible to capture the emissions data from vehicles travelling at up to 100km/h. Laboratory testing and calibrations and preliminary on-road testing have been carried out successfully. The features of the remote sensing system enable us to scan the emission dynamic profiles on road against the type of vehicles, the age of vehicles, and the traffic locations and traffic speeds. With the fleet emission profiles, the urban traffic plan can be examined in terms of environment and safety requirements. Recommendations can be made on reducing emissions of urban fleets and improving energy efficiency for individual vehicles. The overall traffic plan of a city relative to traffic emissions can be drawn. Preliminary on road testing results are encouraging. CO and CO2 emissions were measured satisfactorily. (A)
