The influence of personal communication on urban driving behaviour.

The selection of drivers in personal communication programs is usually based on the use of official violation records. The program described in this paper uses direct observation methods to select the offenders. Trained observers were posted at urban intersections in Israel and recorded different types of violation by drivers. Letters were given to the offenders. Results confirm that a stable reduction of 50% or more in violation rate can be achieved with these methods.
