This paper analyses the welfare implications of information provision with random road traffic congestion. Two groups of drivers are considered: informed and uninformed drivers. An equilibrium model is used for obtaining insight into the impacts of information on efficiency and equity. The results show that under the model's assumptions information provision will generate positive and negative internal and external effects to both the informed and the uninformed drivers and will lead to a Pareto improvement.
