This chapter describes the process of user-centered facilitator development and the variables which have an impact on the effectiveness of any communication. The systems approach to the development of facilitators is examined beginning with characterisation of the user and assessment of user knowledge. The use of hazard pattern analysis and failure mode analysis are outlined. Reasons for the failure of facilitators are considered. The information which can be provided by a facilitator is discussed. The production of facilitators is considered including warnings, signal words, content, legibility, warning effectiveness and the evaluation of warning effectiveness. The production of owners' manuals and their evaluation is discussed. The need to monitor and update facilitator systems is described. The use of newer devices such as auditory facilitators, public reaction to them and the potential for their use are considered.
