With the implementation of large scale intelligent transportation systems(ITS) programs expanding globally, there is a need to ensure that ITS research programs produce the guidance, standards, trial results and businesscase inputs required within a timescale that complements policy objectives and ITS strategic aims. This paper presents a model for the lifecycle ofITS development that promotes elements of continuity from research through to implementation and operations. The continuity model is aimed at injecting pace to deliver the outputs of research in an effective, efficient and cost effective manner.
