Faced with increasing requirements for resurfacing and structure rehabilitation in already congested freeway corridors, road authorities look to ITS solutions to help manage urban work zones. ATMS and ATIS features have been successfully applied to improve the safety of motorists and work crews, and optimize traffic throughput. The present challenge lies in making ITS a standard practice for work zone traffic management. Proven off-pavement and portable field equipment technologies combined with wireless communications and solar power significantly improve the constructability of the system. In an effort to develop a standard approach, the Ministry of Transportation, Ontario (MTO) is applying a variety of deployment approaches for work zones on Highway 401 and the Queen Elizabeth Way. Options include stand-alone ITS implementation in advance of road work, road contractor installation and operation of ITS components, or a multi-year on-call services contract for ITS implementation at work zones.
