Increasingly, given areas or through routes are being `selectively' closed to motor vehicles. In this publication two aspects relating to the provision of restricted access have now come up for discussion: the form the barriers should take, including where they should be sited, and the policy on exemption. As with all traffic measures, the stipulation should be made that the road user must be able to differentiate between restricted access, by virtue of the form this takes, and other situations which may occasion road closure. Against this backdrop, recommendations are being made for the devising of a scheme of movable physical road-blocks which is both legal and userfriendly. In addition, a differentiation is made between measures intended for application both within and beyond built-up areas, and between given areas and through-routes. With regard to the policy on exemptions, points for discussion relating to their regulation are central to the theme of this publication. The discussion involves the following four points: procedures, (rules pertaining to) the issuing of exemptions, advisory bodies, and final clauses.
