TRL investigated the attitudes to cycling of employers and local authorities. These types of organisation were chosen because of their influence on the propensity of individuals to cycle. The purpose was to discover the motivational factors and barriers that might bring about a positive or negative approach to cycling on the part of the organisation. TRL undertook in-depth telephone interviews with twelve employers involved in company travel plans. TRL also interviewed over 30 officers in four local authorities. The results show that attitudes towards cycling have become more positive amongst staff in these organisations. There is still a lack of understanding, however, about objectives and methods. The report concludes that the key messages of the National Cycling Strategy need to be communicated more widely and effectively. (A)
