Sweden initiated a sector-integrated work in the Transport sector the years 1994-1997. Eleven stakeholders, among then the car and the petroleum industry worked jointly in a national project for Environmentally Sustainable Transport (EST). Key results from the national work were a set of sectoral objectives and targets. The paper will introduce a concept for sectoral responsibility for the environment based on certain elements considered fundamental in an integration strategy: (a) Environmental objectives and targets must be set in order to make actors pull in the same direction. Targets can be long term or intermediate and should indicate the amount of change needed; (b) The use of Strategic Environmental Assessments (SEA) enables decision-makers to evaluate policies, plans and programs against the targets set; (c) Internalising external costs in transport prices and appraisals are efficient means to signal environmental concerns for planners and transport users in their decisions; (d) Administrative institutions, need develop new forms for co-operations; and finally a set of indicators and a reporting system must be in place.
