Integrated appraisal for transport: delivering sustainability?

+ Planning processes for transportation systems were for many years dominated by a narrow consideration of certain economic aspects with wider social, economic and environmental factors seldom properly identified or made central to the decision. To obtain a more balanced perspective and address wider sustainability goals many countries have introduced integrated multi-criteria forms of appraisal for transport plans and projects. This paper considers the effectiveness of integrated multi-criteria appraisal approaches, drawing from international experiences. The following key issues are explored: whether the new appraisal practices have led to more sustainable outcomes; the links between the introduction of sustainability concepts "up front"; whether wider benefits have accrued from changes to appraisal practices; methodological developments; the shifting balance of influence between different parties involved in appraisal and decision making; the challenges of integration between transport planning and decision making tiers.
