In relation to Pakistan's topography, road network characteristics, population and urbanisation trends and it's position as a trade "island" (with over 95% of its trade being through seaports and shipping) the report gives an overview of the country's transport policy vision, namely to provide:"A system that provides efficient, safe, reliable, equitable, and environmentally friendly access and mobility for people and goods, thereby supporting the government's goal of increasing public welfare through economic growth, human development and poverty reduction." The report describes the vision, aim and standards of Pakistan's National Highway Authority in relation to: modal share of freight and passenger traffic; traffic volume and road safety; road maintenance needs; quality assurance; and research and development.
