Integrating policy approaches for vulnerable road users.

Vulnerable road users comprise a significant proportion of road fatalities, traffic- and non-traffic- related transportation injuries and falls. Yet policy approaches are fragmented and can have conflicting goals. This is despite many similarities between the three groups (pedestrians, cyclists and motorcyclists). The opportunity exists for much more coordinated effort among the three groups and working together on common issues such as conspicuity and road surface treatments. There is certainly a need to improve data sources to identify current and emerging issues and to monitor the effects of new programs.
