Accidents resulting from operator impairment by alcohol have increased in magnitude since the late 1950's. During this period, the strategy adopted throughout the world has involved the use of the criminal justice system, in an attempt to separate driving from excessive drinking. The validity of this strategy, the measures that have comprised it and particularly the need not only for their integration but for an explicit recognition of their interdependencies are the subject of this paper.
