Integration of ITS with security systems in a multimodal environment.

The Port Authority operates major airports, seaports, bridges, tunnels, bus terminals, and a rapid transit system in the greater New York metropolitan area. On September 11, 2001, the agency lost its corporate headquarters and a major branch of its transit system as a result of the terrorist attacks on the World Trade Center and America. Tragically, 75 staff were lost including the Executive Director and the Director of Public Safety. In addition, 2500 employees occupying 900,000 square feet of offices were displaced, and the agency's major data center and central telephone switch were destroyed. Despite the unprecedented severity of these losses the agency continued to function in support of its mission. The agency's emergency response was immediate and a number of Intelligent Transportation Systems played a key role in supporting that response. Traffic monitoring systems provided ongoing data on backups and diversions. Variable message signs, as well as highway advisory radio provided invaluable information to the traveling public, as well as the trucking industry, which was severely impacted by road closures and travel restrictions at high profile facilities. Major reallocation of transit capacity was coordinated with other agencies. Many important lessons were learned, which have been and continue to be incorporated into the organizational structure, policy issues, procurement procedures and the design and operation of Intelligent Transportation Systems by the Agency. Opportunities are being identified for the integration of ITS and security systems to achieve the maximum benefit both economically and operationally for the agency. Proven approaches, as well as innovative solutions are being explored for the protection of the multi-modal transportation systems from security threats. Work is progressing internally, and with local, state and federal authorities to assess and improve security and mobility for cars, trucks, ships, and transit vehicles.
