The development of a systems architecture for Intelligent Transport Systems [ITS] has been generally regarded as a necessary process to achieve interoperability of ITS services. However the realisation of this approach has produced some strong resistance among users of ITS, apparently on grounds of complexity or unfamiliarity with the notations and principles that are in general use for this purpose in the Information and Communications Technology [ICT] sector. This paper describes the issues as experienced by the National ITS Architecture Working Group and attempts to characterise the root causes for them. The paper concludes with proposals for addressing the difficulties and the resources and timeline that will be attempted. The development of the ITS logical architecture will be the subject of a formal application to the Australian Government for R&D funding under the AusLink program.
