The Intelligent Vehicle Highway System (IVHS) program encompasses private industry, academia, federal, state, and local governments, as well as commercial and individual consumers. This paper examines how major issues such as cost, benefits, risks, public vs. private roles, market potential, and societal priorities are being addressed in the U.S. architecture study. Items discussed include architecture versus detailed design assessment, selection of assessment criteria, selection of analysis methodologies for the selected criteria, and the role of "consensus building" to solicit a broad range of review and comment.
