This paper discusses the suitability of various operating characteristics as criteria for automatic control systems used on freeways. parameter studied included occupancy, speed, travel times and headway distribution. Prediction of congestion was studied, and it is proposed that an economic control system be developed using ramp volume controls and occupancy sampling.
