Interim framework for asset management.

Asset management systems require reasonable estimates of long-term performance of the assets under consideration. Assets and treatments to assets are expected to perform adequately for several years, even decades. Therefore, long-term performance requires time to determine. In the meantime, the assets must be managed well. In this paper, the authors propose an interim framework for asset management that incorporates the principles of asset management, but does not provide long-term funding forecasts. In applying this framework to pavement management, treatments are categorized into preventative and restorative treatments. Priority is given to expensive, restorative treatments needed to restore segments that are unsafe. Second priority is given to inexpensive, preventative treatments designed to economically extend the life of segments in fair condition. Other segments receive only routine maintenance. Segment level analysis determines the treatment and cost for each segment. Network level analysis sums the costs over the network and compares the total with available funding. Any shortfall is considered to be a backlog. The network is then managed by setting funding levels to eliminate the backlogs within a given period of time and then by adjusting funding to achieve desired minimum acceptable levels of service.
