The US National Architecture Development Program has attracted worldwide attention and inspired renewed interest in the application of structured, top-down planning and system engineering methods for developing Intelligent Transport Systems (ITS). This paper describes the practical application of the National ITS Architecture in international settings. In this paper, the application of the architecture to both the Klang Valley of Greater Kuala Lumpur and Israel are described. Our experience in applying the architecture has shown that the products and methodology provided as a direct result of the US National ITS Architecture Development Program can be successfully applied to the development and definition of ITS implementations in other contexts. The structured user-driven approach with clearly identified stakeholder inputs and flexibility for accommodating the changing requirements of the user through the course of the project development provided an excellent approach to the needs of the project. The paper also describes some lessons learned through practical experience regarding difficulties that client and stakeholder groups may have with the 'top down' approach.
