It is shown that conflicts at intersections may impose excessive stress on drivers that neither priority driving codes nor traffic control devices can entirely alleviate because stress is due to an uncertainty that can not be eliminated. But, uncertainty can be reduced by ensuring that: (a) no one driver has private knowledge; (b) a clearly defined order of precedence in all circumstances is known by all drivers, and (c) plenty of warning is provided whenever physical control devices are used.
