In 1989, there were 46,338 road accidents in Poland, with 6724 killed and 52,659 injured. There were also 98,768 reported no-casualty collisions. There were 2820 pedestrian deaths and 18,507 injuries. The car ratio was 9 persons/car. Studies are being made into pedestrian safety. Both simple and comprehensive predecision models are used. Conflicts occur at intersections between vehicles turning right on the red light under turn-right-on-red provision, and pedestrians crossing on the green signal. According to statistics, 63% of pedestrian accidents occur when pedestrians cross during red signal. Measurements show that vehicle flow has the greatest impact. Traffic Conflict Technique (TCT) has not been popular in Poland. Conflict Technique (TCT) has not been popular in Poland. After a pilot survey confirmed its usefulness, further surveys were carried out. Since a significant number of vehicle/pedestrian conflicts occur at low speeds, when probability of injury accident is low, a distinction has been made between two groups of conflicts. The relationship found between accident ratio and risk ratio is so encouraging that further studies are planned to develop a Polish TCT guideline. Accident prediction models and the traffic conflict technique appear to be useful and attractive tools for traffic engineers in cost effectiveness evaluations of the design of intersections and crossings.
