An important policy package in the Coalition Agreement of the second Wim Kok cabinet has been `vital cities'. This article is about investments which will bring together urban vitality and accessibility, by investing in urban and regional infrastructure between 1999 and 2010. The aim is to reinforce the environmental and economic structure of the Netherlands. Four investment categories were distinguished, each of them aims at improving access to cities: investing in road networks at urban and regional level, in urban and regional public transport, in urban and regional freight transport, and finally in computerisation and in telecommunication.
