Issues for upgrading legacy systems to conform to ITS standards.

Intelligent Transportation Systems (ITS) have been and currently are being deployed without use of approved ITS standards. Early ITS systems and older ITS related systems now face future interoperability and federal funding conflicts. Transportation agencies and metropolitan planning organizations should consider the use of ITS standard migration plans to resolve potential conflicts. This paper identifies key issues that agencies, or companies, with older systems may need to address in order to conform to the requirements of the Transportation Equity Act for the 21st Century (TEA-21) and for interoperability with other ITS systems. Using experience gained from developing an ITS Standards Migration Plan for the TravInfo project (managed by the Metropolitan Transportation Commission), this paper identifies key issues and how they were addressed to meet local objectives and national requirements.
