The reasons for reducing transport emissions are first examined, in particular the need to reduce the use of energy. The effect of and use of policies on rates of emissions is considered. Out-of-town and regional shopping centres although encouraging longer journeys may mean that they are made less frequently. The effect of discouraging car use in London in encouraging companies and the general population to move out to the home counties is described. Growth in the use of company cars is described. Statistics for levels of cycling and walking are noted. Current steps being taken to reduce transport emissions are examined and a number of anomalies identified. The author considers that the most successful strategy will be an encouragement of short as opposed to long journeys.
