Ways in which a traffic management center can provide new services of theshortest time route navigation, coordinated with the traffic signal system, were investigated. An index is used to estimate the intersection delay time according to the traffic signal plan. One developed matrix is appliedto fit the traffic signal phase and will be transformed into another relative phase that can be operated in the shortest path algorithm. This research brings benefits to get insights into the intersection delay and the buffer time in the trip. It was applied to the emergency route assignment problem. Finally, an example showed that in a signalized network, the longest distance route, however, may be shortest in time and should be suggestedas the shortest time route.
