The purpose of this paper is to describe the functions and technical concepts of Intelligent Transportation Systems (ITS) in relatively simple terms. The paper begins with an explanation of what ITS is. The general objectives and functions of ITS applications around the world are summarized. The technical core of ITS is information and control technologies, many of which are popularly known as "high tech". However, many ITS applications and substantial benefits can be achieved early on with basic and time-proven technologies, provided appropriate policy decisions and institutional arrangements are made along with ITS technology deployment. Since ITS is usually implemented in stages over a period of time and across jurisdictions, it is important that a common framework is used to fit both current and future ITS technologies together. This paper describes how an ITS system architecture can provide the common framework and how standards can help to ensure that the different pieces of ITS can fit together and reinforce one another.
