ITS for limiting speeds : the way to reach an unprecedented safety level?

Pedestrians and cyclists are still facing much higher risks than car occupants. The only efficient way of reducing risks of serious injuries for pedestrians and cyclists is therefore to assure low motor vehicle speeds at every encounter. All available empirical evidence supports this argument. Research is described on a Speed Limiter (SL) for cars that cannot exceed the existing speed limits, but works as any other car below that speed. The empirical experience so far - after e.g. testing it with 25 drivers who used a system for 2 months where the speed limit (50 km/h) was set automatically - is that the SL is well accepted by most drivers (when they have actually tried it). Speeds went down, and interactional behaviour and conflicts were significantly reduced.
