The ITS Deployment Map has to take into account the operational environments, developed for TERN at European level in EasyWay project, and the specificity of ITS implementation in the New Members States. The specificity of Romania, a new member state with an intensive program for construction of new motorways, impose adding the supplementary key factor: the moment ofITS implementation relative to the life cycle period. For this new key factor at least three categories could be used: (1) In the phase on construction of the new road; (2) During the road rehabilitation process; and (3) Independent from any other construction works on the road. The ITS implementation during the construction phase of new motorway is the chance of Romania to reduce the qualitative and quantitative level of ITS services relative to European Union, in a harmonized way.
