JASPERS (Joint Assistance to Support Projects in the European Regions) isa joint initiative between the EIB , the European Commission and the EBRDto provide assistance to the new Member States and Acceding countries in preparing good quality projects and to maximise the drawdown of Cohesion Fund, Structural Fund and ERDF grants. As Transport Sector Manager for JASPERS Steve Richards has been involved from its inception, through agreementof the first Action Plans with the beneficiary countries and into management of the first interventions. Though it is still too early to report results, Mr Richards will answer key questions such as: what is JASPERS? why is it necessary? how is it going to work? and is this type of initiative going to be a feature of European funding in the future?
