Samenvatting
It is concluded that the Traffic Penalty Law has a big influence on the behaviour of the road user. However the Traffic Regulations have a limit to establish the traffic behaviour in all traffic situations and to guide all the acting of the road users. Enforcement can not only be acquired by a better police surveillance and by more severe sentences.
