In one of the most ambitious programs for intercity passenger rail, California is completing engineering and environmental studies for a 700-mile high-speed rail system connecting San Francisco, Sacramento, Los Angeles, and San Diego. However, according to the author of this article, implementation will require citizens and decision makers to see California's newest megaproject as adding valuable capacity to a multimodal transportation environment.
