This study was intended to develop a proposal describing how the knowledge exchange could be organized in the field of driving speed control on Dutch roads. Working meetings were organized with policy officers and administrators. It was shown that the need for knowledge regarding speed control is still very great, both with regard to policy and process. The following forms of knowledge exchange can be best organized primarily at a nationwide level: (1) a reference book; (2) an electronic database; (3) a periodical publication; and (4) a coordination point. Organizations that should be employed in this context are, for instance: the Netherlands Transport Research Centre (AVV), the SWOV Institute for Road Safety Research, and the Centre for Research and Contract Standardization in Civil and Traffic Engineering (C.R.O.W.). For cooperation, particularly at regional level, three forms of knowledge transfer are needed: (a) networks; (b) working groups; and (c) a `missionary'. The main task of the Regional Organizations for Road Safety (ROVs) is to bring about these forms of cooperation. The organization of the following three forms of knowledge transfer should be realized in consultation between national and regional authorities (in particular the ROVs): (i) `made to measure recommendations'; (ii) symposia; and (iii) courses.
