As agencies become increasingly challenged to do more with less and to ensure reliability on a system that requires the coordination between multiple owners, operators, and responders, the role of planning for operations becomes increasingly important. Transportation professionals must approach operations strategically to ensure that operational programs support the agency's mission and investments, and that operations are elevated institutionally to reflect the changing reality of limited construction investment. This requires a shift in thinking from traditional operations to an integrated approach to planning for operations that is reflected in all aspects of the organization. We no longer have the luxury of separating planning and operations, the two must work together to support each other and the overall mission of providing a safe and reliable transportation system.
