From July 1, 1978 are moped riders only permitted to drive on their motorbikes (maximum 50 cc) with a driving-license, which they can get after a successful driving test. Typical drivers of such small motorbikes are adolescents from 16-18 years old with high accident proneness. An improved driving aptitude and an intensive enforcement for this special group are wanted.
