Samenvatting

Who looks at the climate policy for the transport sector shall conclude that the policy is on course at first sight: the target for the CO2 emission form the transport sector in 2010 appears within reach. Who looks further worries. The CO2 emission from the transport sector grows. And the climate policy for the transport sector appears off course. Sustainable mobility was ‘not hot’ during the last years; many of the instruments taken don’t come into the market. In short, there must be a marked break. The author’s starting point is that a densely populated country as the Netherlands could and may not afford accepting the fact of a polluted transport sector. Sustainable mobility must be ‘hot’ again. The reference to the world-wide scale of the problem must not lead to a lack of ambition in the Netherlands. It isn’t bad to lead. Ambition demands action also to change the course of the policy for the transport sector. The author defends two theses: 1) norms are necessary to organize a sense of urgency, and 2) stimulating must be aimed at reaching the norms quickly. (Author/publisher)
