This paper analyses the development of the industrial location Winkelsteeg to a nodal point, by an operationalisation of the ‘node-place model’ of Bertolini. The process of development is divided in three phases, characterised by different initiatives influencing either the nature of the node and the place. The specification of criteria to determine the node- and place-value makes it possible to position each phase into the model. Phase I describes the present situation. It shows that Winkelsteeg is deteriorating, has a bad internal accessibility and there is a low level of public transport. The main development in the second phase is the realisation of the ‘Philips Business & Innovation Center’ (PBIC). In combination with the PBIC a train station will be opened, which connects Winkelsteeg to the national rail network. The third phase shows the long term development of Winkelsteeg. In this phase, the PBIC can function as a catalyst for the settlement of high-tech industry. Besides that, the connecting public transport could be stimulated with a P&R facility. The model shows that by these developments there will be an improved interaction between the node- and place-value. The program for developing the nodal point Winkelsteeg should be organised as a Public Private Partnership (PPP), with a joint venture for space and real estate exploitation. (Author/publisher)
