The model used in this SWOV Institute for Road Safety Research report largely matches the McKinsey & Company model drawn up for the year 1983 and published in a report dating from 1985. The title of this McKinsey report is `Towards an efficient road safety policy' (In Dutch: `Naar een slagvaardig verkeersveiligheidsbeleid'). The SWOV has recalculated the 1983 costs in order to offer a consistent comparison between the 1983 and 1993 results. The costs of `road hazard' in the Netherlands as calculated for both years have been classified into four main groups: (1) medical costs; (2) human production loss; (3) property damage to and by passenger cars; and (4) costs of handling and prevention. The calculations show a rather high increase in costs within each main group in 1993 compared with 1983. The total costs of road hazard rose from 7.3 thousand million guilders in 1983 to 9.3 thousand million guilders in 1993, excluding the prevention costs.
