Measuring relative quality of service provided in alternative public transport-networks for a given area is labour-intensive and tricky. Sheer size of the network, debate on how to weigh elements and widely varying apprehension of results by sometimes touchy groups and interests concerned in the study, all tend to problematic decision-making. KOVAR has been developed as an instrument to handle entire networks, all passenger-movements, in each operation. It calculates the results of all variations introduced to a given network in terms of pure, factual travel-minutes.
