In 1948 the agreement concerning the adoption of uniform conditions of approval and reciprocal recognition of approval for motor vehicle equipment and parts was set up Herewith a framework was given for an international standardization but not all governments have yet ratified this agreement. It is stated that at least within the EEC a harmonization is wanted for the lighting and signalling of vehicles.
