The study of accidents before and after improved junction lay-out shows that many changes do not lead to an increase of safety and that these changes frequently cost a lot of money. It is stated that if a junction is to be made safer, emphasis must be laid on the visibility and ease of understanding of the layout. Information on the highway scene must be given visually to the driver. If that is not done then the road user will not expect a junction, will not see it in time, will underestimate the danger, or his attention will not be correctly directed. In all these matters it is possible to make provisions, often at low cost, which decrease the number of accidents at junctions.
