Collective passenger transport is a public service, its production and consumption are spread in space and in time. The value of public transport relies on its capacity to fulfil the functions which it provides to the community. Different tools may be used by the transport authorities or by the operators. These tools aim at the reinforcement of the service quality together with a strict control of financial resources involved. The tools are: systematic approach of public transport, the quality-mix proposed jointly by the Quattro research project and the work group of the European Committee for Normalisation and the French experimental norm on quality of collective passenger transport.
