The interstate highway program has had a massive impact on state highway department operations - and not the least part of this has been resulting change in law, policies and procedures as more and more people have found themselves affected by highway location and right-of-way acquisition. The concerns of those affected seem to have found focus in two distinct categories of action. One major area of concern has been the highway investment and how to protect it. The other has involved affected individuals and communities and how to protect them. The first has resulted in extensions of the powers of highway departments, but this has been accompanied by restraints on powers designed to quiet the second category of concern. /author/.
