The 1994 revision of Planning Policy Guidance (PPG) 13 concerning the transport effects of development control is discussed. Progress being made in the UK towards implementing policies to reduce the need to travel is reviewed. PPG 13 is set in its context as part of the UK's sustainable development strategy and as part of a new plan-led approach to development. The intellectual foundations of PPG 13 are briefly traced. The key objectives PPG 13, a) to reduce growth in the length and number of motorised journeys, b) to encourage alternaticve modes and c) to reduce dependence on the car, are discussed and the way in which they are being implemented outlined. The reaction of various bodies to the document is described and its prospects for success considered.
