Urban mobility plans are tools issued from the Clean Air Act, French law enacted in 1996. The goal of the urban mobility plans is to manage a complex system taking into account the interface between transportation and urban planning policies in order to promote `sustainable' development. In the Paris region, because of the size of the city, the central state is in charge of the urban mobility plan. It has to be a tool for the urban project for the region: the goal is to build a city able to match with the other main European cities and, at the same time, able to promote the quality of life for all inhabitants.
