The decentralisation law of 1982 gave the Regional Councils jurisdiction regarding the organisation of departmental transport. Within this statutory context, and with the help from Transdev, in 1995, Reunion Island undertook a broad approach to redefine its transport organisation. The guidelines were: (1) to redefine a tender outline better adapted to the population's needs, taking into account the sociopolitical factors of Reunion Island; (2) to define an appropriate contractual framework adhering strictly to the Utilities Delegation Law; (3) to create a means of community financial contribution likely to favour the support of the transport operators; and (4) to create a tool for technical co-ordination between the community and those delegated so as to consolidate and assure the durability of commitments.
