This paper discusses the suitability of loam and clay for use in embankment construction. The functional requirements of embankments can be fulfilled using such cohesive materials. However greater thickness of sand foundation is probably required because of the poor permeability of loam and clay. The usefulness of such materials depends mainly on their workability due to the loss in bearing capacity of high moisture contents. Methods for laboratory investigations into workability are provided. It is concluded that further research is needed into the consolidation and into the predictability of moisture content during construction.
